Senior Architect Engineer

Location: Erie, Pennsylvania Veterans Affairs Medical Center located at 135 East 38th Street, Erie, Pennsylvania 16504

Client: Veteran Affairs (VA)

Due Date: 7/9/2025

Pay Range: $100K - $140K per year plus benefits

Anticipated Start Date: September 2025

Project Duration: 2 years

Project Details (Size, SOW, Site Background, etc.):

Daily Responsibilities:

  • Monitor and review project financial data including budgeting, cost accounting, and contract change orders.
  • Maintain financial tracking spreadsheets for allowances, obligations, payments, and planned expenditures.
  • Prepare cost estimates, review contractor proposals, and assemble change order packages for the Contracting Officer.
  • Maintain daily construction diaries recording key events affecting project execution.
  • Track and update current project schedules; coordinate with contractors and compare against official schedules.
  • Identify and report schedule slippages with proposed corrective measures to the Resident Engineer.
  • Conduct or participate in weekly or bi-weekly project progress meetings.
  • Review construction payment applications and assist with processing and required documentation.
  • Maintain thorough records of project-related occurrences for use in issue tracking and conflict resolution.
  • Organize and document meetings with project stakeholders to discuss and resolve ongoing issues.
  • Coordinate independent testing services to ensure compliance and quality of materials and systems (e.g., soils, concrete, steel, fireproofing, roofing, curtain walls, elevators).
  • Provide commissioning support, including:
    • Start-up planning and forecasting.
    • System calibration and performance testing.
    • Organizing commissioning teams and estimating costs.
    • Supervising O&M training and managing related documentation.
  • Maintain marked-up project drawings and specifications for as-built records.
  • Conduct ongoing inspections to identify non-conforming work; report findings to VA and contractors for correction.
  • Develop and track defect and omission lists for contractor resolution.
  • Support logistics and coordination for relocation activities and Owner-furnished equipment.
  • Review submittals and respond to RFIs.
  • Maintain daily construction activity logs.
  • Ensure collection and review of O&M manuals and closeout submittals.
  • Provide any additional construction-related services required by the VA.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • Bachelor of Science Degree in Architecture or Engineering from an accredited institution.
  • Minimum six (6) years of experience as an Architect, Engineer, or Construction Manager during both design and construction phases.
  • Experience with medical facility projects is preferred.
  • Must provide three (3) relevant projects that demonstrate similar scale, scope, and complexity where the candidate served in a comparable capacity.
    • Education substitution: 15 years of directly related experience may substitute for the degree.
      • Professional experience must include at least seven (7) years in facility construction project management, including:
      • Oversight of engineering, design, and construction teams.
      • Schedule management, cost control, and program budgeting.
      • Full-scope project management activities.
      • Proficient in building codes, permitting processes, and construction materials/methods.
      • Skilled in reviewing scopes of work, submittals, and change proposals, with the ability to make professional recommendations.
      • Capable of evaluating and validating the value of work in place.
      • Must actively participate in the task order’s Quality Assurance Surveillance Program and comply with all contractual requirements.

  • Experience as a CMa managing VA projects
  • Experience as a CMa managing Medical projects
